Public administrative cooperation – Trainings on offer at French Public Service schools

You work in the public sector and you’d like to expand your areas of competence, acquire new skills or discover good practices and experiences from other countries?

Three French public service schools are providing trainings in English and in French that might be of interest to you.

These trainings are designed to further build capable states and help public servants perform more efficiently on public affairs administration and public services delivery. They provide an opportunity to share experience, lived realities and good practices.

-* Ecole nationale de Magistrature / French National School for the Judiciary:

These trainings are intended for judges and other legal professionals. They are delivered in French only, however, English interpretation can be arranged depending on the number of requests. A number of topics are covered: international law, environmental law, cybercrime, anti-corruption, terrorism, etc.

Short training – 2 days to 2 months:
Every year, around 50 training courses are offered to foreign magistrates. These are either courses designed primarily for French judges, in which their foreign counterparts immerse themselves alongside them, or courses designed for judges from different countries who share a common problem. Justice and forensic medicine, international cooperation, cybercrime and the judicial treatment of terrorism are examples of the subjects covered by these training courses.

Long training – 10 months:
For many years, the Ecole nationale de la Magistrature has offered foreign judges and prosecutors the opportunity to attend a long training course in France, alongside French counterparts.
The foreign participants attend the theoretical training in Bordeaux, as well as part of their work experience in the courts and with judicial partners. They sit all the assessment tests, except for the classification exam, to validate their training. As access to this course is by selection, foreign students must pass a preliminary examination that tests their legal level and their command of the French language in order to be admitted to the course.

Some trainings can be tailor-made by the school on demand.

-* Institut national du service public / National Institute for Public Service

The INSP, created on 1 January 2022, is the French public agency for the recruitment, initial training and continuing education of the State’s senior and executive managers.
The International advanced training course (‘’Cycle international de perfectionnement’’ (CIP) in French) enables experienced executives of foreign public administrations in senior positions to become familiar with public management in France.

In 2024, 4 short training are available in English:

  • Negotiating within and with the European Union, European economic diplomacy
  • Leadership and management: transforming public administrations
  • Urban management
  • Crisis management at the European and international levels

-* Instituts régionaux d’Administration / Regional institutes of administration

The International training course of the Regional Institutes of Administration (“Cycle International des IRA (CiIRA)”), duration 7 months, is aimed at mid-level managers who wish to broaden or consolidate their skills in public administration management.

The Institutes also offer foreign public servants the opportunity to prepare a Master’s degree parallel to the training.

The courses focus on public policy (budgetary framework, accounting, financial analysis, making public action more reliable) and are targeting a French-speaking audience.
The next intake is scheduled for January 2025.
