Call for proposals: External evaluation of Innov4Good project

The Embassy of France in South Africa is inviting bids for the external evaluation of its project Innov4Good: innovation for better governance and socio-economic development.

About the project:
Launched in March 2024, Innov4Good supports social innovation, open governance, and inclusive socio-economic development in South Africa and Malawi. The project strengthens open and participatory local governance through peer learning and civic technology, while building bridges between governments, civil society, startups, and research institutions. Activities will run until May 2026, with administrative closure scheduled for November 2026.

Purpose of the evaluation:
The evaluation will cover all activities undertaken until May 2026 and will be overseen by the Cooperation and Cultural Affairs Department of the Embassy of France (SCAC), based in Pretoria. It will assess the project’s design, implementation, and achievements, with a view to identifying lessons learned and formulating recommendations to guide future interventions by the Embassy of France.

Scope:
The evaluation will focus on relevance, effectiveness, efficiency, sustainability, and gender responsiveness. These Terms of Reference (ToR) provide full details of the requirements.

  • Timeline: 15 October 2025 to 24 October 2026

  • Budget: up to EUR 15,000 (all costs included)

  • Application deadline: 25 September 2025

Candidate profile:
Applicants should demonstrate expertise in project evaluation and a solid understanding of governance and social innovation. Previous experience in South Africa and/or Malawi will be an advantage.
