Creation Africa: Call for service providers

The French Institute of South Africa (IFAS) is seeking service providers to 1) coordinate/manage and 2) communicate about the second edition of the ‘Création Africa’ Programme for South Africa, Lesotho and Malawi (July 2025 to November 2026).

As part of the cooperation between South Africa, Lesotho, Malawi, and France in the field of Cultural and Creative Industries (CCI), thanks to funding from the French Ministry of Europe and Foreign Affairs, the French Embassy and IFAS are implementing a cultural entrepreneurship support fund, called ‘Creation Africa’.

The project aims to support cultural entrepreneurship in South Africa, Lesotho, and Malawi, and will amplify the CCI action plan of the Embassy, particularly the approach initiated with the IQOQO platform, a reference point for the CCI industries in South Africa.

The overall project is structured around four components:

  • Capacity building, with an initial cohort of 50 participants selected through a call for applications, followed by a period of coaching and mentorship;
  • An incubation/acceleration phase for a selected cohort of 15 finalists;
  • A programme of meetings in France and on the African continent for the 15 finalists;
  • Structuring and promoting a Creation Africa alumni network, mentorship, and ambassadorship programme.

The project will address all CCI disciplines, encourage interdisciplinary dialogue and be as open and inclusive as possible. It will enable significant, cross-disciplinary, and multilateral collaboration with local partners, and European counterparts, who are key players in the governance of IQOQO.

IFAS is looking to assemble a team of three people – to work closely with the staff of the Embassy and IFAS – composed of:

– 1 Programme coordinator

– 1 Project officer

– 1 Communications officer

The expected services required from the service providers include, but are not limited to, excellent project management skills for multi-stakeholder projects, a comprehensive understanding of the local and international CCI industries, an interest in French and South African culture and, if possible, a good command of French. The Programme coordinator with the support of the Project officer are expected to provide the following services:

  • Programme planning and implementation: identification of experts, partnering, ideation and conceptualisation, etc.
  • Coordination of the calls and selection of the incubator service provider.
  • Act as a link between multiple stakeholders, i.e.:
    • Internal: the various sectors within IFAS: Culture, Audiovisual, Innovation, General Secretariat, Communication
    • Local: all project stakeholders (consulting agency, incubator, financial partners)
    • In France: Ministry of Europe and Foreign Affairs, Ministry of Culture, Institut français Paris
  • Analysis of the applications and selection of the programme participants.
  • Assembly of the various selection juries for programme participants.
  • Administrative tasks (drafting of contracts, etc.)
  • Budget management
  • Production of detailed reports: weekly for internal monitoring, and every two months for the Ministry of Europe and Foreign Affairs in Paris.
  • The Communications officer will provide communication support for the project in close collaboration with the IFAS teams and platforms (like IQOQO) and external service providers, with whom he/she will work to communicate and promote the project and all its components.

Conditions:

  • This call is open to any agencies or persons legally registered in South Africa, and able to bill for services in accordance with local tax regulations.
  • Engagement on the basis of a service contract, invoiced according to the level of experience and number of hours worked (200 to 300 Rands/hour, VAT included).
  • Part and/or full-time from August 2025 to November 2026.
  • Able to work in-person at the IFAS offices, at 62 Juta Street, Braamfontein, Johannesburg.
